load_city_summary

Loads a city in the simulation engine and returns a lightweight summary of the network (number of nodes and roads). Valid city_ids: nova_delhi, cyber_bangalore, coastal_mumbai, heritage_jaipur, techno_hyderabad

simulate_disaster

Simulates a disaster on a city road network and returns impact metrics. Reuses the loaded city graph (loads once if needed). disaster_type: flood | earthquake | landslide. intensity: low | medium | high. Valid city_ids: nova_delhi, cyber_bangalore, coastal_mumbai, heritage_jaipur, techno_hyderabad

generate_recovery_plan

Generates a structured recovery plan from an existing simulate_disaster result. Does NOT re-run simulation or reload the city — pass the simulation metrics only. Returns priority, budget, manpower, three repair phases, critical infrastructure, emergency routes, hospital accessibility, AI summary, and five prioritized recommendations.
